Dominion Energy serves natural gas customers across northern Utah, including most of Davis County, Weber County, and Salt Lake County. Their ThermWise program is primarily focused on gas efficiency, but it includes meaningful incentives for dual-fuel heat pump systems — configurations where a heat pump handles the majority of heating days and a gas furnace provides backup capacity during the coldest stretches.
Dual-Fuel Heat Pump Rebate: $300–$500
A dual-fuel system pairs an electric heat pump (outdoor unit) with a gas furnace (indoor unit). The heat pump does most of the work — typically everything above 0°F to -5°F — while the gas furnace activates as a backup when efficiency tips in favor of combustion heat. This configuration is Dominion Energy's recommended approach for Utah's climate, and ThermWise offers a $300–$500 rebate for qualifying dual-fuel installations.
Eligibility requires that you are an active Dominion Energy gas customer and that the installed system meets minimum efficiency ratings for both the heat pump and the furnace components.
Smart Thermostat Rebate: $50–$75

The 25C credit equals 30% of the combined equipment and installation cost for a qualifying heat pump. The credit is capped at $2,000 per tax year. On an $8,000 installation, 30% equals $2,400 — but the cap limits your credit to $2,000. On a $6,500 installation, 30% equals $1,950, which falls under the cap, so you capture the full 30%.
This is a tax credit, not a deduction. It reduces your federal income tax liability dollar for dollar. If your tax bill for 2026 is $4,500 and you claim a $2,000 heat pump credit, your tax bill drops to $2,500. Step-by-Step Application Process
- Get a written quote that identifies the specific model, tonnage, HSPF2 rating, and whether it qualifies for Wattsmart cold-climate bonus. Ask your contractor to confirm this in writing before you sign.
- Confirm your utility accounts. Wattsmart requires you to be an RMP customer. ThermWise requires you to be a Dominion Energy customer. If you only have one utility or the other, you will only access those programs.
- Schedule the installation. Both Wattsmart and ThermWise rebates are submitted post-installation — the equipment must be installed and functional before the application is submitted.
- Contractor submits utility rebates. Salmon HVAC submits both the RMP Wattsmart and the Dominion ThermWise applications within a few days of installation completion. We provide you copies of the submissions.
- Receive rebate checks. Wattsmart typically processes in 6–8 weeks. ThermWise is typically 4–6 weeks. Both come directly to you from the respective utilities.

Frequently Asked Questions
Do utility rebates reduce my federal tax credit?
No. The IRS calculates your 25C tax credit on the gross installation cost — you do not subtract utility rebates first. This is confirmed in IRS Publication 946 and has not changed under current law. Stack all programs freely.
What if I already replaced my system last year?
The federal 25C credit applies to the tax year the installation was placed in service. If your installation happened in 2025 and you have not yet filed your 2025 return, you can still claim it on Form 5695 for that year.
